The following information was created using information from the Department of Defense's Fiscal Year 2009 Atlas and the United States Census Bureau.

| EXPENDITURES: |
|
- As the preceding graph shows, three states clearly lead in Department of Defense (DoD) investment. In 2009, Virginia became the number one state for total DoD expenditures for the first time in at least the past 15 years.
- Virginia is the leader by far in per capita spending, more than doubling the next closest state. The DoD spends more than $7,000 in Virginia for each of the Commonwealth's more than seven million residents.

- A majority of DoD spending is contracts, shown here in blue. Payroll (red) is second. The green represents DoD grants.

- California receives the most DoD contract spending, followed by Virginia.
- These numbers represent place of performance, where the contracts were actually filled.
- Again it's clear that Texas, Virginia and California are far ahead of other states in expenditures.

- DoD expenditures in Virginia are, not surprisingly, concentrated in northern Virginia and Hampton Roads.

| EMPLOYMENT: |
|
- Virginia leads handily in DoD civilian employment, with almost 90,000 workers (12.6 percent of the national total).
- NOTE: The DoD changed the way that numbers were reported starting in 2007. Afloat personnel are no longer counted in active duty numbers, skewing figures for states that have a large number of ships, particularly Virginia, California and Hawaii.
VNDIA estimates that an additional 40,000 to 45,000 sailors are assigned to ships home-ported in Hampton Roads but not reflected in the numbers shown here.
